CALL TO ORDER
Mayor Trevino called the meeting of February 11, 2020 to order at 7:00 p.m., and advised that the meeting was being video and audio recorded.

AUDIENCE PARTICIPATION
Saida Birrueta, 702 Matthew, she stated that she had several items to discuss, however the person who was discussing one of the issues wasn’t present yet. She said she would like to see if it at all possible to have a Police Officer stay after the high school games. She said they are present, however after the game is over, the Police leave. She said she was a disappointed with the lack of police presence, as there was an incident that involved her daughter and if a police officer would have been present it could have been avoided. She said she understood that at times the department is short staffed, but she felt that the safety of the students should be taken under consideration.
Ms. Birrueta also stated that she had some questions about the .50 insect control fee on her utility bill, however the person that was to speak on this issue wasn’t present yet. She stated that she didn’t understand why this was being charged, that the fee added up to a lot of money. She also wanted to know what was done with that money. The Public Works Director explained that the money is used for purchasing the pesticides, his wages, fuel and cost to get his certification in order to work with the pesticides. She said that when the person showed up, they would write down questions and she asked that we provide her an answer to the questions.

It was moved by Councilwoman Villarreal to approve the minutes as presented. Motion seconded by Councilman Isiordia.

NEW BUSINESS
Contingent Lease Agreement – Historical Society
It was moved by Councilwoman Sharp to enter into the Contingent Lease Agreement with the Granger Historical Society for a 10 year term. Motion was seconded by Councilwoman Guzman

Professional Service Agreement
It was moved by Councilwoman Guzman to enter into a Professional Service Agreement with the COG for the review/update to the Shoreline Master Program. Motion was seconded by Councilman Isoridia.

Equipment
It was moved by Councilwoman Sharp to allow the expenditure of $1,761 dollars to replace the failed firewall and ports for City Hall. Motion was seconded by Councilwoman Guzman.

Camera
It was moved by Councilwoman Sharp to approve the expenditure of $716.73 for the purchase of the camera and equipment for future expansions. It was moved by Councilman Isiordia.

City Safety Plan
It was moved by Councilwoman Guzman to approve the City of Granger’s Safety Plan as prepared by HLA, Engineering and Land Surveying Inc. It was seconded by Councilman Isiordia.

Force Dynamics
It was moved by Councilwoman Sharp to approve the
Force Dynamics Security Consulting training and Audit Agreement in the amount of $2,500. Motion was seconded by Councilwoman Villarreal.

It was moved by Councilwoman Sharp to pay the bills of February 11, 2020 in the amount of $243,879.91. Motion was seconded by Councilman Villarreal.

Ceremonial Swearing In
City Clerk administered the Oath of Office to Officer Glen Trejo. Chief Araguz introduce Glen Trejo to Council stating that he had finished his training at the academy at the end of January and be partnered with the field training officer for the next three months and then would be on his own. Chief asked Glen to say a couple of words about himself, Officer Trejo gave a brief synopsis about himself and stated he was pleased to be an officer with the Granger Police Department.

It was moved by Councilwoman Villarreal to adjourn the meeting. Motion was seconded by Councilwoman Sharp.
