CALL TO ORDER
Mayor Trevino called the meeting of November 12, 2019 to order at 7:00 p.m., and advised that the meeting was being video and audio recorded.

PUBLIC HEARING – Tax Levy
Mayor Trevino opened Public Hearing on the setting the Tax Levy. He asked the audience if anyone had any questions or comments. Hearing none, Mayor then directed the question to Council and staff, asking them if they had any questions or concerns. With no one having any comments, he then closed the hearing at 7:02 p.m. He proceed to inform Council that under new business they would consider the levy by way of adopting the Resolution presented.
PUBLIC HEARING – Preliminary Budget
Mayor Trevino open the hearing on the Preliminary Budget at 7:02 p.m. He said that Council would be having a retreat to discuss the proposed budget on the 23rd of November, at City Hall from 9:00 a.m. to about 3:00 p.m. Mayor Trevino asked if anyone had any questions concerning the budget, hearing none, he proceeded to continue this hearing to November 23, 2019 at 9:00 a.m.
AUDIENCE PARTICIPATION
Eric VanDoren from the Department of Ecology presented the City’s wastewater treatment plant with the Outstanding Award for the 2018 year. He said that he has presented this same award several times before, stating that only 1/3 of the state’s Wastewater Treatment plants achieve full compliance for being recognized for this award. Eric presented Jodie, Public Works Director with a plaque.

It was moved by Councilwoman Villarreal to approve the minutes as written. Motion seconded by Councilwoman Gonzalez.

NEW BUSINESS
Resolution 2019-07 – Setting Levy
It was moved by Councilwoman Sharp to adopt Resolution 2019-07, a Resolution of the Granger City Council increasing the regular levy from what was levied the previous year. Motion was seconded by Councilwoman Villarreal

Ordinance 1341 – Amend Crime Prevention Fund
It was moved by Councilwoman Sharp to adopt Ordinance 1341, amending the 2019 budget in the Crime Prevention Fund in the amount of $200.00. Motion was seconded by Councilwoman Gonzalez.

Ordinance 1342 – Amend Dog Ordinance
It was moved by Councilwoman Gonzalez to adopt Ordinance 1342 amending Chapter 6.04 of the City of Granger’s Municipal Code. It was seconded by Councilwoman Estrada.

Adjustment-Stonementz
It was moved by Councilwoman Gonzalez to adjust the utility bill for Ryan Stonementz in the amount of $374.10 for the leak at 312 E Avenue. It was seconded by Councilwoman Estrada.

Interlocal Agreement – Housing Inmates
It was moved by Councilwoman Estrada to enter into the Interlocal Agreement with the City of Sunnyside for the housing of Granger’s inmates. It was seconded by Councilwoman Gonzalez.

Closed Record Decision – Anahi Investments LLC
Mayor Trevino stated that a closed record decision shall be a closed record public meeting held by the City Council prior to the issuance of a final decision. A record decision follows a previous open public hearing on the project permit application before the Hearing Examiner. The closed record decision meeting shall be on the record, and not new evidence may be presented. Council you have been presented with the pertinent information for phase two of the Anahi Investment Plat and will make your decision to approve, conditionally approve or deny the application based on information presented by the staff report and the hearing examiner’s recommendation. Mayor then opened up for discussion, with no discussion. Mayor called for the motion.
Councilwoman Sharp motioned to approve the Anahi Investment LLC, preliminary, if the conditions listed on page 18 of the Hearing Examiners Recommendation are met. Motion was seconded by Councilwoman Estrada

Closed Record Decision – Stonementz |
Mayor Trevino explained that a closed record decision shall be closed record public meeting and held by Council prior to the issuance of a final decision. A closed record decision follows a previous open public hearing on the project permit application before the Hearing Examiner. The closed record decision meeting shall be on the record, and no new evidence may be presented. Council you were presented with this application on Oct. 9, 2018, at that time Council remanded the application back to the hearing examiner in order for Mr. Stonementz to present additional information. Mr. Stonement went before the hearing examiner on the 21st of August. Council has the pertinent information (exhibit 51-65. Council you will make your decision to approve, conditionally approve or deny the application based on the information presented, staff reports and the hearing examiners recommendations. Mr. Carmody, legal representation for Mr. Stonementz asked to provide comments on the Hearing Examiners. Council was given a set of document to review with proposed conditions to the recommendations of the Hearing Examiner. Mayor asked Council if they’d like to discuss this application and the additional information that was presented. It was suggested by the City Attorney for Council to take some time and review the information provided by Mr. Carmody. Mayor called for a motion. It was moved by Councilwoman Gonzalez to table the decision until the next meeting on the 26th of November in order to give Council an opportunity to review this information. Motion was seconded by Councilwoman Sharp MOTION CARRIED 5 -0 BILLS It was moved by Councilwoman Gonzalez to pay the bills of November 12, 2019 in the amount of 126,225.71. Motion was seconded by Councilwoman Estrada.
