CALL TO ORDER
Mayor Trevino called the continued meeting of Nov. 14, 2017 to order at 7:00 p.m.

PUBLIC HEARING – LEVY
Mayor Trevino opened the public hearing on the property tax levy at 7:00 p.m. He asked if anyone from the audience had any question or comments on the levy, explaining the levy was being increased by 1.01% from what was levied in the previous year. He then asked the Council if they had any questions or comments, hearing none, he then closed the public hearing on the levy at 7:03 p.m.
PUBLIC HEARING – PRELIMINARY 2018 BUDGET
Mayor Trevino opened the public hearing on the proposed 2018 preliminary budget. He again addressed the audience and asked if anyone had any questions, concerns or comments. He then asked the City Council if they had any questions. The City Clerk then provided the budget amounts for the General Fund at $1,333,156 and the overall budget for all the funds is $3,333,877. The clerk explained that these figures would remain the same unless Council decided to join the membership and advertise with the Yakima Valley Travel Guide. Mayor then continued the hearing on the preliminary 2018 budget to Tuesday, November 28, 2017 at 7:00 p.m.

It was moved by Councilwoman Villarreal to accept the minutes as presented. Motion seconded by Councilwoman Gonzalez.

NEW BUSINESS
Resolution 2017-08
It was moved by Councilwoman Sharp to adopt Resolution 2017-08A, increasing the regular levy from what was levied the previous year. Motion was seconded by Councilwoman Villarreal

Law Enforcement Assistance Agreement with YSO
It was moved by Councilwoman Sharp to have the City of Granger enter into the Law Enforcement Assistance Agreement with the Yakima County Sheriff Department for the 2018 year in the amount of $37,388.97. Motion was seconded by Councilwoman Gonzalez.

Maintenance Agreement with Vision
It was moved by Councilwoman Sharp to have the City of Granger enter into the Maintenance Agreement for the handheld meter readers with Vision Municipal Solution, LLC. in the amount of $1,834.30 for the 2018 year. Motion was seconded by Councilwoman Villarreal.

Purchase of Tires
It was moved by Councilwoman Sharp to allow the expenditure of $1,100 plus tax for the purchase of tires for the Skid-Steer leader used by the Public Works Department. Motion was seconded by Councilwoman Gonzalez.

Ordinance 1291
It was moved by Councilwoman Gonzalez to adopt Ordinance 1291, confirming the appointment of Robert R. Northcott as Municipal Court Judge of the City of Granger. Motion was seconded by Councilwoman Villarreal.

It was moved by Councilwoman Gonzalez to pay the bills of November 14, 2017 in the amount of $49,086.36. Motion was seconded by Councilwoman Villarreal.
