CALL TO ORDER
Mayor Trevino called the meeting of June 13, 2017 to order at 7:00 p.m.

PUBLIC HEARING – CITY OF GRANGER’S COMPREHENSIVE PLAN UPDATE 2017
Mayor Trevino opened public hearing for the City of Granger’s Comprehensive Plan andstated that this hearing must be fair in form and substance as well as appearance. MayorTrevino asked if anyone in the audience had an objection to his participation as Mayor or any Council participation in these proceeding? Hearing no objections, the Mayor continued. He then asked if any member of the Council engaged in communication outside this hearing with opponents or proponents on the proposed plan to be heard? If so, he asked that the member to lace on record the substance of any communication so that other interested parties have the right at the hearing to rebut the substance of the communication.
Councilman Isordia stated that he was the representative of the parcel of property that was proposed to be changed in the Land Use Map from non-residential to residential. He then asked if he should excuse himself. City Attorney and the clerk stated that he should excuse himself because of this interest in the property. Also discussed was whether he have Mr. Isordia leave the Council chambers as well. The attorney stated that it would be best if excused himself from the room. Councilman Isordia excused himself from the meeting.
Mayor Trevino stated that the purpose of this hearing is for the Granger City Council to hear and consider the pertinent information of the updates to the Comprehensive plan. He said that everyone present would be given the opportunity to be heard and that the public hearing must proceed in an orderly fashion, he then asked for their cooperation in the following procedures: When you address the Council, begin by stating your name and address for the record, speak slowly and clearly. You will be allowed five minutes for your comments, if additional time is needed, it will be provided after everyone has had an opportunity to comment. Public comments will now be received. Mayor asked Mike Shuttleworth to give the staff report. Mike said that the Yakima Valley Conference of Governments were assisting many cities in the valley with updating their Comprehensive Plan, which are updated every 8 years. The previous plan contained many elements, which needed to be updated with current information. He explained that the comp plan was sent to the Department of Commence for them to review and the Environmental report was sent to the reviewing agencies. Comments received from those agencies were addressed and incorporated into the Comp plan. Mike informed Council that the Community Development Commission recommended that the City Council approve the updated Comprehensive Plan with the change that the Future Land Use Map be change to that tax parcel 201016-13004 future land use be changed from Non-Residential use to Residential Use. Mike also informed Council that updating the Comp Plan had to be completed before June 30, 2017. Councilwoman Sharp asked when the updates would be completed, Mike responded that after this meeting and no further changes are recommended, then it would be completed prior to sending to Commerce.
Mayor Trevino asked if there were any comments from the public, hearing none, he then asked the Council if they had any questions of the public or staff
Mayor Trevino then asked that the comments be entered into the record. The Clerk read the letters from the Department of Commerce, Department of Fish and Wildlife, Sunnyside Valley Irrigation District, the Department of Health and letter from Carl Hurlburt.
Mayor stated that the public testimony portion of this hearing is now closed, no further comments will be received. He also said, now that we have heard the public comments and you have reviewed the documents. This subject is open for discussion. Council is not required to make a decision this evening and can table until next meeting to discuss further.
ORDINANCE 1284-COMP PLAN
It was moved by Councilwoman Sharp to adopt the Granger’s Comprehensive Plan as presented. Motion was seconded by Councilwoman Gonzalez.

It was moved by Councilwoman Villarreal to accept the minutes as written. Motion seconded by Councilwoman Sharp.

ORDINANCE 1283B – FIREWORKS
It was moved by Councilman Isordia to adopt Ordinance 1283B, an Ordinance of the City of Granger Municipal Code pertaining to the regulations of Fireworks and adopting Fireworks and adopting Fireworks regulations on the part of the City of Granger. Motion was seconded by Councilwoman Gonzalez

APPOINTMENT OF DELEGATE
It was moved by Councilwoman Sharp to appoint Mayor Trevino as the delegate representing the City of Granger. Motion seconded by Councilwoman Gonzalez.

It was moved by Councilwoman Gonzalez to pay the bills of June 13, 2017 in the amount of $52,747.38. Motion was seconded by Councilwoman Estrada.
