Mayor Trevino led the flag salute
CALL TO ORDER
Mayor Trevino called the meeting of February 28, 2017 to order at 7:05 p.m.

PROCLAMATION
Mayor Trevino introduced Ben Garcia from the Wounded Warriors program. Mr. Garcia said he greatly appreciated the opportunity to speak about Wounded Warriors program, saying he has been involved with the program for 5 years. He stated that the transition from military to civilian life is hard for many, as many of the young men return with lost limbs, have traumatic brain injuries, and/or PTSD. Mr. Garcia said it was great to see a community acknowledge the service and sacrifices of our veterans.
Mayor Trevino read and proclaimed that from this day, the 28th day of February forward, that the City will; commit to support and encourage the hiring of Military Veterans and encouraged all the businesses in the City of Granger to do the same.
MINUTES
It was moved by Councilwoman Sharp to accept the minutes of February 14, 2017 as presented. The motion was seconded by Councilwoman Gonzalez.

NEW BUSINESS
Ordinance 1275
It was moved by Councilwoman Sharp to adopt Ordinance 1275, authoring an interfund loan from the Water/Sewer reserve fund to the Irrigation Fund, proving for severability and establishing an effective date. Motion seconded by Councilwoman Gonzalez

Ordinance 1276
It was moved by Councilwoman Sharp to adopt Ordinance 1276, adding Chapter 12.02 Complete Street Policy to Granger Municipal Code Title 12, Streets, Sidewalks and Public Places, creating the Complete Streets Policy

PW Expenditure Request
It was moved by Councilwoman Gonzalez to approve the request of $5,000 for the screen needed for the Wastewater Treatment Plant. Motion seconded by Councilwoman Sharp.

It was moved by Councilwoman Gonzalez to pay the bills of February 28, 2017 in the amount of $120,936.89. Motion was seconded by Councilwoman Villarreal.
