MINUTES

CALL TO ORDER

Mayor Trevino called the meeting of April 26, 2022, to order at 7:00 p.m.

FLAG SALUTE

Mayor Trevino lead everyone in the flag salute.

AUDIENCE PARTICIPATION

Jose Diaz from Merlot Street inquired about irrigation water and when they would receive it, would there be an adjustment to their bill since they hadn’t gotten any irrigation water. Mayor Trevino suggested he contact City Hall or talk to Jodie Luke at Public Works.

NEW BUSINESS

Request for Expenditure- Irrigation Main Parts

Public Works Director Jodie Luke explained the irrigation leaks to council and that this expenditure was for a concrete pipe over at Wine County Estates. It was moved by Councilmember Guzman to approve the Public Works Request for Expenditure in the amount of $2,000 to replace a section of the Irrigation mainline. Motion was seconded by Councilmember Munoz.

HLA Task Order 2022-02-WSDOT Pedestrian Bicyclist Program (PBP) Application

Deb LaCombe with HLA joined the Council Meeting via Zoom to explain the program and that the development of the pedestrian bike plan was for design only for the proposed roundabout at SR223 and Third Street in Granger. She stated this intersection is mentioned in the Washington State Department of Transportation’s Washington State Active Transportation Plan-2020 and Beyond. It was moved by Councilmember Munoz to enter in to the agreement with HLA, Task Order 2022-02 to submit a funding application with Washington State Department of Transportation in regards to a roundabout and sidewalk at SR 223 and 3rd St. Motion was seconded by Councilmember Bustamante.

MINUTES

It was moved by Councilmember Stonemetz to approve the minutes of April 12, 2022, as presented. Motion was seconded by Councilmember Guzman.

BILLS

It was moved by Councilmember Guzman to pay the bills of April 26, 2022, in the amount of $88,918.40. Motion was seconded by Councilmember Bustamante.

EXECUTIVE SESSION

Mayor Trevino stated The Granger City Council will now meet in executive session to discuss a minimum price for real estate as allowed per RCW 42.20.110(1)(c) at 7:20 p.m. He stated that Council would be in executive session until 7:40 p.m. and that Council is expected to take further action following the executive session.

7:40 p.m. Mayor Trevino called the regular meeting back to order and called for a motion regarding the proposed land sale. It was moved by Councilmember Isiordia to approve the sale of the property, parcel 211021-14554, located at East First St./East A St., Granger in the amount of $75,000. Motion was seconded by Councilmember Guzman.

MOTION CARRIED 2-1 with Councilmembers Guzman, Munoz and Bustamante abstaining due to lack of information and Mayor Trevino breaking the tie.
