CALL TO ORDER

Mayor Pro-Tem Guzman called the meeting of December 28, 2021 to order at 7:00 p.m.

NEW BUSINESS

YVCOG Technical Assistance Grant

It was moved by Councilwoman Sharp that the City of Granger enter into the Technical Assistance Contract with the Yakima County Conference of Governments in the amount of $20,000 for the 2022 year. It was seconded by Councilwoman Villarreal.

Resolution 2021-12 Sponsoring Membership in the AWC-RMSA

It was moved by Councilwoman Sharp to adopt Resolution 2021-12, a Resolution for the City of Granger to sponsor Yakima Valley Emergency Management into the Association of Washington Cities Risk Management Service Agency. It was seconded by Councilwoman Villarreal.

Ordinance 1385 Amending the Budget in the EMS Fund

It was moved by Councilwoman Sharp to adopt Ordinance 1385, an Ordinance amending the EMS Fund in the amount of $2,676.00. It was seconded by Councilwoman Guzman

Ordinance 1386 Amending the Budget in the Criminal Justice Fund

It was moved by Councilwoman Sharp to adopt Ordinance 1386, an Ordinance amending the Criminal Justice Fund in the amount of $4,764.00. It was seconded by Councilwoman Villarreal.

Ordinance 1387 Amending the Budget in the Crime Prevention Fund

It was moved by Councilwoman Sharp to adopt Ordinance 1386, An Ordinance amending the Crime Prevention Fund in the amount of $261.00. It was seconded by Councilwoman Villarreal.

Ordinance 1388 Amending the Budget in the Public Safety Fund

It was moved by Councilwoman Sharp to adopt Ordinance 1388, an Ordinance amending the Public Safety Fund in the amount of $35,543.00. It was seconded by Councilwoman Villarreal.

Ordinance 1389 Amending the Budget in the Irrigation Fund

It was moved by Councilwoman Sharp to adopt Ordinance 1389, an Ordinance amending the Irrigation Fund in the amount of $3,708.00. It was seconded by Councilwoman Villarreal.

Pacific Power Contract for 2 Street Lights in the Jennifer Drive Area

Item was tabled due to lack of quorum as Councilwoman Sharp abstained. Item will be placed on the January 11, 2022 agenda.

Professional Service Agreement with HLA

It was moved by Councilwoman Sharp to enter into the Professional Service Agreement with HLA Engineering and Land Surveying, Inc. providing various engineering services for the City of Granger. It was seconded by Councilwoman Villarreal.

ILA-Technology Services for the City of Granger – Public Works Dept.

It was moved by Councilwoman Sharp to enter into the Inter-Local Agreement with Yakima County Technology Services and the City of Granger (Public Works) for the 2022 fiscal year at a cost of $1,660.58. It was seconded by Councilwoman Villarreal.

ILA – Technology Services for the Granger Police Department

It was moved by Councilwoman Sharp to enter into the Inter-Local Agreement with Yakima County Technology Services and the Granger Police Department for the 2022 fiscal year at a cost of $1,922.34. It was seconded by Councilwoman Guzman.

Contract with Axon Enterprise Inc. for 10 Body Worn Cameras

It was moved by Councilwoman Sharp to enter in to a 5-year contract with Axon Enterprise, Inc. for the purchase of 10 body worn cameras and equipment in the amount of $10,824.00 per year. It was seconded by Councilwoman Guzman.

Request for Expenditure for a 3500-Watt replacement generator funded from the Casino Grant

It was moved by Councilwoman Sharp to approve the Fire Department request for expenditure in the amount of approximately $1,000.00 for the purchase of a new generator using funds from the Casino Grant. It was seconded by Councilwoman Villarreal.

It was moved by Councilwoman Villarreal to approve the minutes as presented. Motion was seconded by Councilwoman Sharp.

MAYOR PRO-TEM

Mayor Pro-Tem Guzman, on behalf of herself, gave her sincere gratitude to Councilwomen Villarreal and Sharp for their service to the Community.

COUNCIL

Councilwoman Sharp thanked the Department Heads and the citizens for the past 3 years and that she will be joining the Civil Service Commission.

Councilwoman Villarreal said she had been through 5 Mayors and 20 years is enough and it’s time to retire.

It was moved by Councilwoman Sharp to adjourn the meeting. Motion was seconded by Councilwoman Villarreal.
