CALL TO ORDER
Mayor Trevino called the meeting of September 8, 2020 to order at 7:12 p.m.

PUBLIC HEARING – ADOPTION OF BUILDING CODES
Mayor Trevino opened the Public Hearing on the adoption of the new building codes at 7:13 p.m. Mayor Trevino stated that in order to be in compliance with the Washington State Revised Code of Washington, the City must adopt these building codes. He also stated that these codes are usually adopted by the state much earlier in the year, but because of the pandemic, the state has extended their adoption date to February of 2021. If adopted now, the Ordinance would not go into effect until February of 2021.
Mayor Trevino asked the clerk if comments had been received at City Hall. The Clerk said that no comments were received. He then asked Council if they had any questions. Councilman Isiordia asked if the City Council would lose its authority, by adopting the codes. It was explained that this was an amendment to the ordinance and the City needed to adopt these building codes in order to be compliant with the State Building Codes, RCW 19.27.074. Mayor explained that by adopting the following codes we were establishing rules and regulations for construction, alteration, removal, demolition, equipment, use and occupancy, location and maintenance of buildings and structures, including permits and penalties as referenced in RCW 19.27.074. Mayor Trevino asked if anyone else had any comments or questions, hearing none, he then closed the meeting at 7:21 p.m.

Councilman Isiordia stated that although it was funny, if we could please change to Councilman Isiordia instead of Councilwoman Isiordia.
It was moved by Councilwoman Sharp to approve the minutes with the corrections. Motion was seconded by Councilman Isiordia .

NEW BUSINESS
Ordinance 1358 – Adoption of Building Codes
It was moved by Councilwoman Guzman to adopt Ordinance 1358, an Ordinance of the City of Granger, Washington adopting the building codes pursuant to RCW 19.27.074. Motion was seconded by Councilwoman Sharp.

Mutual Aid Agreement with Fire Districts and Cities
It was moved by Councilwoman Sharp to enter into the Yakima County Fire Protection Districts and Cities Mutual Aid Agreement, IM-W12KAA-20421. Motion was seconded by Councilwoman Estrada.

Utility Billing Adjustment
It was moved by Councilwoman Guzman to adjust Mr. Martinez’s utility bill for August from $997.36 to $536.56, an adjustment of $440.80. Motion was seconded by Councilwoman Villarreal.

Expenditure Request for Tires- Garbage Truck
It was moved by Councilwoman Sharp to allow the expenditure of $1,055.76 for the purchase of two truck tires for the garbage truck. Motion was seconded by Councilwoman Guzman.
