The flag salute was led by Mayor Trevino

CALL TO ORDER
Mayor Trevino called the meeting of March 10, 2020 to order at 7:00 p.m. and advised that the meeting was being video and audio recorded.

MINUTES
It was moved by Councilwoman Villarreal to accept the minutes with the following changes, at the workshop Councilwoman Estrada was listed as being absent but was present.  On the minutes of the Council meeting, the motion was made by Councilwoman Sharp, not Councilwoman Guzman Sharp.

NEW BUSINESS
Ordinance 1356 – Overfull Containers
It was moved by Councilwoman Sharp to approve Ordinance 1356, an Ordinance of the City of Granger, Washington adding section 8.12.165, Overfull Containers to the Municipal Code, 8.12 Garbage and Solid Waste Service for the City of Granger. Motion was seconded by Councilwoman Villarreal

Resolution 2020-01-Emergency Management Plan
It was moved by Councilwoman Guzman to adopt Resolution 2020-01, A Resolution of the City of Granger adopting the 2020 Yakima County Comprehensive Plan and adoption of the National Incident Management System   Motion was seconded by Councilman

Resolution 2020-02 -Financial Policy
It was moved by Councilwoman Sharp to adopt Resolution 2020-02, A Resolution adopting a Financial Policy for the City of Granger. Motion was seconded by Councilwoman Estrada.

Task Order 2020-01- HLA
It was moved by Councilwoman Guzman to approve Task Order 2020-1 for the development services of Main Street Factsheet project in the amount of $3,000.  Motion was seconded by Councilwoman Estrada.

Task Order 2020-02
It was moved by Councilwoman Sharp to approve and enter into the HLA Agreement for Task Order NO. 2020-02 for the design and construction engineering for the Dean Avenue waterline replacement in the of $70,000. It was moved by Councilwoman Estrada
MOTION CARRIED 5-0

Traffic Paint
It was moved by Councilwoman Guzman to allow the purchase of traffic paint in the amount of $2,500 for striping the streets.  Motion was seconded by Councilwoman Estrada.

Fireworks
It was moved by Councilwoman Sharp to enter into the Fireworks Display Agreement with Alpha Pyrotechnics in the amount of $4,330.00   Motion was seconded by Councilwoman Guzman.

Garbage Truck
It was moved by Councilman Isiordia to allow the expenditure of $5,000 for a used garbage truck from the City of Grandview.  Motion was seconded by Councilwoman Villarreal

It was moved by Councilwoman Sharp to pay the bills of March 10, 2020 in the amount of $58,400.35.  Motion was seconded by Councilman Villarreal.

COUNCIL
Property Offer -Oscar Martinez
Council discussed the offer Mr. Martinez had proposed to the City.  They discussed the pros and cons of the sale, noting that this was the only city owned commercial property left.
It was moved by Councilwoman Sharp to deny the proposal submitted from Mr. Martinez.  It was seconded by Councilwoman Villarreal.

Report – Meeting with Legislators
Mayor Trevino informed Council that the meeting they had with our officials from our district went well.  Superintendent Hart, School Board Chairman Paul Golob, Councilwoman Guzman and himself meet Senator Honeyford and Representatives and discussed the needs of the school and of the City.  He said it was a little late for getting request for funds in front of them, as the monies had already been allocated, however they got a jump for next year.  Each official received a packet from the City that listed our priorities and needs, It was suggested by Senator Honeyford that we narrow down our priorities to maybe two and concentrate our lobbying efforts on them.  He said they discussed the possibility of  a community center for Seniors and Youths seemed to be very promising for next year.  Mayor said all in all the meetings were very beneficial and the networking was great.

ADJOURNMENT
It was moved by Councilwoman Villarreal to adjourn the meeting. Motion was seconded by Councilman Isiordia. MOTION CARRIED 5-0 

Meeting adjourned at 7:25 p.m.
